The following pay schedules reflect the increases in the six-year collective agreement (July 1, 2013 to June 30, 2019) between BCTF and BCPSEA [including the Economic Stability Dividend (ESD)], which were: September 1, 2014 – 2.0%; January 1, 2015 – 1.25%; May 1, 2016 – ESD – 0.45%; July 1, 2016 – 1.00%; May 1, 2017 – ESD – 0.35%; July 1, 2017 – 0.50%; May 1, 2018 – ESD 0.40 per cent – 1.00%; July 1, 2018 – 0.50%; May 1, 2019 – ESD – 0.75% – 1.00%. BCPSEA leads the three phases of collective bargaining between the teacher and the public school (school district) – preparation, negotiation and implementation/administration. The Board of Education for School District #33 (SD 33) and BCPSEA (BCPSEA) have the following agreements with the Chilliwack Teachers` Association (CTA) and the British Columbia Teachers` Federation (BCTF): the collective agreement between the British Columbia Teachers` Federation (BCTF), which represents public teachers in the province, And BCPSEA (BCPSEA), which represents the province`s 60 public education agencies, expired on June 30, 2019. The collective agreement attempts to define all the current conditions of employment in the provincial and institutional collective agreement between the BCTF and the BCPSEA under the Labour Public Education Relations Act, as these conditions apply to this school district. BCPSEA and BCTF met with Mediator David Schaub on December 10 and 11 and discussed with the identification of topics that the parties would discuss in the new year. July 1, 2019 – 2.0% (to be paid retroactively); July 1, 2020 – 2.0% (plus 1% extra for members who are at the top of their network); July 1, 2021 – 2.0% (plus members of the first year of work who accept a contract start in the second stage of their salary schedule). From time to time, the locals and the district accept changes in the language of the collective agreement, formalized by letters of intent (LOUs). LOUs are part of the collective agreement. In the absence of further progress on October 1, BCPSEA asked the Ombudsman to submit a report in accordance with Section 74 (5) of the Labour Code on negotiations between BCPSEA and BCTF on a renewed provincial collective contract.
Click on the link below to see the work and learning rules that were established in the 2001-2004 collective agreement: Ombudsman David Schaub left the parties with some concepts to consider and hinted that he would contact the parties in the new year to determine availability to meet. The Ombudsman has set the dates for the meetings of the parties on 27 and 28 February 2020, and further meeting dates are set for March. In the event of a dispute, the original source documents would be applicable. Ombudsman David Schaub presented his report and recommendations for a settlement of accounts between the British Columbia Schools` Association and the British Columbia Teachers` Federation to the parties on 1 November. The Ombudsman has made it clear that the details of the report remain confidential and has asked both sides to consult with him by the end of the day on Friday 8 November 2019 to determine whether their respective leaders would recommend to their members to approve the recommendations contained in his report.
